In its final safety assessment, the panel concluded that all four formulations of Cocoyl Hydrolyzed Collagens are safe. Additionally, it found that four Alkyl Gallates are safe when formulated to ensure they are non-irritating and non-sensitizing. The ingredient 2-Bromo-2-Nitropropane-1,3-Diol was also deemed safe under non-sensitizing formulations, while seven Dimer Dilinoleates along with one Polyacrylate-13 were found safe as used.

However, the panel noted insufficient data regarding the safety of Pyrogallol. Additionally, several other ingredients were highlighted as lacking sufficient data, including two formulations of Oxyquinoline, three Phosphinates, three Phthalates, and six Salix alba (Willow) ingredients.

The next CIR Panel meeting is scheduled for June 15-16, 2026, to be held in person at The Darcy Hotel located at 1515 Rhode Island Avenue NW, Washington, DC 20005. All submissions for this upcoming meeting must be received by CIR no later than April 24, 2026.
